PCRB’s Implementation Nears for Three-Decimal Precision for Loss Costs and ELRs

The Pennsylvania Compensation Rating Bureau (PCRB) will begin publishing loss costs and expected loss rates (ELRs) with three decimal places starting April 1, 2026. This change, aimed at improving pricing precision and consistency—especially for low-rate classifications—was first announced in Circular No. 1806.

Preparation begins July 1, 2025, when ELRs in WCRATING files adopt three-decimal formatting. Carriers must ensure systems are updated across policy reporting, unit statistical reporting, financial data calls, and rating worksheets. For assistance, contact centralsupport@pcrb.com.
